Your Committee on Public Works and Pazks, to which was referred Communication No. 535,
and attached Bill No. 151 (1997), reports as follows:
The purpose of Bill No. 151 (1997) is to authorize the County to amend the Hawaii County
Code, Chapter 24, Article 10 to prohibit parking along the makai side of Alii Drive by Kahalu `u
Beach Park.
Communication No. 535 is from Chief Engineer Donna Fay K. Kiyosaki, dated October 7, 1997,
transmitting Bill No. 151 for the Council's review and consideration. Ms. Kiyosaki states that
the shoulder width in this area is approximately 6 - 7 feet, which is not wide enough to
accommodate pazked vehicles from parking completely off the pavement.
Although Your Committee first heazd this measure on November 4, 1997, it was deferred for
further assessment on the cost of relocating the guardrails and possible additional parking on
County properties in the area. Also discussed was the concern about not being able to park in
front of Saint Peter's Church at Kahalu `u Beach.
Today Your Committee considered Bill No. 151 (1997), but agreed to close file on the bill since
another measure, Bill No. 28 (1999), was introduced by the Department of Public Works
essentially making the subject Bill No. 151 (1997) moot.
Your Committee is not in accord with the purpose and intent of Bill No. 151 (1997), and
recommends that it be filed.
