From Mayor William P. Kenoi,dated January 19, 2012,transmitting the above bill and enclosures
with a favorable recommendation from Windward Planning Commission Chair Zendo Kern. The
applicants request a Change of Zone from Single-Family Residential— 10,000 square feet(RS-10)
to Multiple-Family Residential—3,000 square feet(RM-3)to allow the construction of a 14-unit
apartment complex to provide housing for students attending the University of Hawai`i at Hilo.
