Organization
Hawai'i Act 205, passed by the State Legislature in 2011, defines the governance structure of Hawai'i's
health insurance exchange. The Legislature established the Connector as a private, non-profit
organization recognized as quasi-governmental by federal and state authorities. Federal regulations
mandate that the Connector's governance principles include ethics, conflict of interest, accountability and
transparency standards and disclosure of financial interest. Therefore, the Connector is overseen by the
State Legislature and is governed by both federal and state law and regulations.
Using Act 205, the State Insurance Commissioner is responsible for determining which health insurance
plans meet the federal qualification requirements to participate on the exchange. This regulatory function
remains under the oversight of the State.
The Connector's Permanent Board of Directors, confirmed by the Hawaii State Senate, was seated on
July 1, 2012. The board is a reflection of the commitment to work collaboratively with as many
stakeholders as possible. Public-private partnerships are essential for the success of the Connector.

The Connector is currently in the process of establishing administrative offices, hiring highly qualified staff,
identifying partners and awarding the first contracts to establish the infrastructure of the online portal.
In April 2012 the Connector contracted with Public Consulting Group (PCG) of Boston to begin the first
phase of the information technology (IT) system. The $452,800 contract includes a management plan for
the insurance exchange, a concept plan for the IT system and architecture, and developing the
specifications for building the IT system. The Connector released a Request For Proposals (RFP)from
qualified bidders for the construction of its online marketplace for health insurance. The anticipated date
for awarding the contract is Oct. 1, 2012.
