Dear Council Chair Dominic Yagong
and All Council Members
WE DO SUPPORT BILL 256 DRAFT 2 in it present form.
In order to re establish the ORIGINAL INTENT of the
Relocation Fund and in order for all Council Members to honor
and fulfill your first resonsibility to Public Health and Safety,
we urge you to VOTE YES TO BILL 256 DRAFT 2 in its
present form and tell you to vote YES TO BILL 256 DRAFT 2,
please.
All Public Works Projects need to come in the County Budget
from the General Fund.
We, the Community, need to have AIR MONITORS, HAND
HELD TYPE, IN THE EVENT WE FEEL WE ARE BEING
GASED BY Puna Geothermal Venture's activity. We need
these AIR MONITORS to be readily available to us when we
request them. We also need substantial and acceptable
HEALTH STUDIES to accertain just what the long term effects
of Hydrogen Sulfide are to the human population of our
Community.
The Dr Legator Study from the University of Texas clearly
states more research and study of our area is needed in addition
to what Dr Legator did in order to have a closer look at the
effects of Long Term Low Level exposure to Hydrogen Sulfide.

At the present time there are three air monitors in existance in the
PGV area property, none of which are the proper height to correctly
measure the amount of Hydrogen Sulfide coming out of the Drilling
and production of electicity at PGV. The allowable height for air
monitors is no more than 6 feet high. All of the air monitors are
higher than 6 feet.
PGV, Ormat, is now useing caustic soda to mask and hide the order,
rottten egg smell, of Hydrogen Sulfide. So we now do not have the
ability to smell the gas however we suspect we are being invaded by
long term low level Hydorgen Sulfide.
In addition there is absolutely no monitoring for all of the other many
toxic compounds released into the air by PGV. Please refer to the
opening presentation of the Specail County Meeting in Pahoa at the
Pahoa School Cafeteria for the listing of all of those toxic substances.
The big questions are what are the effects of all of those toxic
substances. long and short term; and what are the effects of the
combination of those toxic substances in concert, long and short term.
It is seriously disturbing and alarming to us, the Community, that
there have been no further attention and studies of our concerns here
to this date.
The technology that PGV, Ormat is currently useing is neither safe
nor is it clean. It certainly is not renewable, hense, why do they have
to drill more and more wells. The answer to this is obviously because
the pipes fill up with particulat matter and hence are not useable as
production wells any longer. The "closed system" is not truly
"closed" as the system leaks. The pipe casings crack when the water
is poured down the production wells to create the high pressure steam
to turn electric turbines. the rocks crack, fraking, and then the pipe
casings crack.

Then they drill yet more and more wells.
There is no buffer zone in the immediate and surrouding area of
PGV. The Industry practice in a volcanicly active area is 10 miles.
In Reno, Nevada the geothermal technology works because there
is NO LAVA THERE. The tetonic plate push up against each other
and that is the source of the geothermal heat used in that area.
We here are in Volcanic Hazzard Zone One and Two of the the
world's Most Active Volcano with many subdivisions and many
orchards and ranches in the immediate and surrouding areas. As the
State and County of Hawaii allowed the people to create and populate
our Leilani Estates and all of the areas near to PGV, we are legally
here. As such we are justified in demanding more PUBLIC SAFETY
MEASURES BE TAKEN NOW IN THE FORM OF THIS BILL
256.
