Your Committee on Public Works and Parks, to which was referred Communication No. 194,
and attached Bill No. 52, reports as follows:
The purpose of Bill No. 52 is to amend Chapter 24, of the Hawaii County Code 1983 (1995
Edition), relating to vehicles and traffic by establishing a No Parking Zone along
Kamehameha Avenue fronting the New Bayfront Parking Lot.
Communication No. 194 is from Jiro A. Sumada, Deputy Chief Engineer of the Department
of Public Works, dated March 8, 1999, transmitting Bill No. 52 for the Council's review and
consideration. Mr. Sumada states that the new channelization along Kamehameha Avenue
fronting the new Hilo Bayfront Beach Parking lot has sufficiently reduced land widths that
parking should not be allowed along this portion of the roadway.
Your Committee is in accord with the purpose and intent of Bill No. 52, and recommends that
it pass first reading.
