I urge you to hold hearings on agritourism! I support responsible agritourism that assists farmers and increases food self-sufficiency. And I appreciate the strengthened requirements in draft 3 of Bill 266. But there are problems with this bill and you need input from farmers who just farm, and residents who don't. SOME PROBLEMS THAT NEED CLARIFICATION and PUBLIC DISCUSSION: • It appears quiet rural neighborhoods could get 350 visitors in 350 cars, once a week, for ten months in a row, with no warning and no way to stop them. • Visitors, farm trucks, tractors, carts, and animals would mix on substandard roads with multiple owners, some off-island. Who's liable for injuries, crashes, blocked traffic, and wear and tear on roads? • Wandering visitors may trespass on neighbors' land. • There may be noise from vehicles, music, and tour guide microphones. • Will agritourism be allowed even if there's no agriculture? • Will farmers be priced out of the market as agritourism operators buy up land?
