SUBJECT: TESTIMONY ON COMMUNICATION 810
SPECIAL MEETING,AUGUST 20,2012
My name is Jeffrey T. Kuwada. I am the County Clerk of the County of Maui. I offer
the following comments as you consider the report of Jamae Kawauchi, County Clerk of the
County of Hawai'i (hereinafter "Hawai'i County Clerk"), concerning problems encountered on
Primary Election day.
To quote a proverb: "There's no substitute for experience."
In my opinion, as evidenced by the Primary Election, the Hawai'i County Clerk does not
possess the necessary management acumen and election administration experience to
successfully manage and operate the 2012 General Election.
Due to her inexperience, the Hawai'i County Clerk singlehandedly dismantled the
experienced and highly trained election administration apparatus in the County of Hawai'i,
caused an unprecedented extension of voting hours and the resulting statewide delay in the
release of election results, and, most seriously, caused the erosion of public confidence in the
election process.
What more damage will you condone?
Council members are fiduciaries. Fiduciaries must not "roll the dice"to the detriment of
beneficiaries, in this case the electorate who depend upon the election process to elect their
political leadership. It is time to do what's right.
