Subject: Testimony against overturning the mayor's veto.
If the council is considering overturning the mayor's veto of bill 256, regarding use of PGV
royalty funds and establishing a 'buffer zone', and/or bill 257 requiring an evacuation plan
specifically to deal with a PGV accident, please read my position against this action into the -
record.
My wife and I live within a mile or two of the Puna Geothermal Venture plant. Unlike many
activists who have supported this bill, and do not live here, we will be impacted personally by
what decision you make today. The mayor correctly vetoed this bill because in it's rush to act a
portion of the County Counsel passed legislation without demanding complete justification for
the changes. Nor did some council members appear to realize the potential ramifications that
incomplete and vague rules could have on most of us that accept the PGV plant as a neighbor.
This issue has become something other than a concern about the health and well being of our
community. In part it has become a contest of noise and numbers. Of course the anti-
geothermal, anti-business, anti-progress people can find support from outside the area and
make a lot of noise. This should not be up to outside interests. The members of the community
have options for relocation and compensation right now and very few have taken advantage of
that. You have to wonder why there is this sudden alarm with no recent problems at the plant
other than some noise.
I also do not understand the need for a site specific evacuation plan requirement and I wonder
what other businesses on the island have one. What exactly prompted the council to consider
the need for this, and to need it provided in such a short time?Any evacuation plan from Puna
will be difficult at best considering it's location down a long dead-end road.
Please let the veto stand and move on. You can do more testing and add monitors with existing
law. You can relocate people under current law. You can add the geothermal plant to the
Albizia tree and the Coqui frog as disclosures on real estate sale. This will not end the discussion
and the issue will certainly be revisited in the future. There will be more time for consideration,
more data available, more professionals will be contacted, and there will be no question of
politicizing the issue in the run-up to an election.
