"It would be irresponsible for me to sign(the bill) into law due to its legal and technical flaws -- and because it is unnecessary," Kenoi wrote about about a previous bill. "We don't believe this legislation is based on good science, good authority,"Kenoi wrote. "There's too much ambiguity, and the first hurdle in signing any piece of legislation is a good law. And cz)N.;,) :7 unfortunately this legislation has too many flaws." Bill 152 Draft 4 omits the legislative analyst, accountant, scientist, logician and technical writer r3 required to draft sound legislation. When I searched for Bill 152, http://www.hawaiicounty.gov/display/Search? searchQuery=bill+152&moduleld=12309862&moduleFilter=&categoryFilter=&startAt=0 told me, "Your search for'bill 152' did not return any results". Although the text of Bill 152 Draft 4 was not provided to me, it appears that the County Council is still drafting frivolous legislation that requires the use of public resources for analysis and veto. Although Mayor Kenoi has proven that he can be trusted to veto Bill 152 Draft 4, I have faith that I and others will be paid well for the work we do to assist him, to prevent the waste of his resources and to ensure adequate self- governance. Bill 152 Draft 4 should state "office manager" in place of"special counsel and council staff attorneys" because a professional office manager can hire all other personnel on an as-needed basis. I have seen the standard contract between an attorney and client. It states that the client will pay a billable rate. It also states that the client will meet with the attorney whenever the attorney so directs. In other words,the unscrupulous attorney can milk the taxpayer indefinitely. Evidently, law schools do not screen out unscrupulous students before conferring upon them a JD degree. Bill 152 Draft 4 does not identify any counsel or attorney for public scrutiny. Apparently, Bill 152 Draft 4 asks for public approval of an unlimited amount of tax dollars to be spent on an indefinite contract with unidentified contractors. I oppose writing the proposed blank check to the unidentified parties. Bill 152 Draft 4 implies that councilmembers anticipate litigation. Councilmembers should identify that litigation so that taxpayers can evaluate the merit of expending taxes upon it. In essence, is the County Council legislative,judicial, executive or litigious? Individuals have to hire their own counsel and attorneys, if needed. Presumably, councilmembers can hire attorneys for themselves, if needed. Why should the taxpayer fund such support for one class of citizens and neglect everyone else? I have refused to run for public office because I could not afford to hire an office manager. I am not advocating the federal judiciary method of hiring attorneys to manage offices. The approval rating of the federal judiciary has dropped to 44%, according to a poll conducted by The New York Times and CBS News. This is my first time voting in Hawaii. I need to know the proven management, analytical, accounting, scientific and writing abilities of the candidates. I propose that candidates identify their proposed counsel and attorneys now, so voters will know who they are voting for. Unless I know who they are, how can I vote for the best office manager, the best counsel,the best legislative analyst,the best accountant, the best scientist, the best logician and the best technical writer? In order to consent to government, I need to be informed how taxation will result in the public servant representing me in county government.
