Ad Hoc Committee will be providing a status update on the progress made by its Committee.

(Bill 294) IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2012
TO JUNE 30,2013
Adds Public Works: Ocean View Business District Water Infrastructure Improvements
($5,700,000); funds shall be provided from General Obligation Bonds, Capital Projects
Fund-Fund Balance and/or other Sources(Grants)($5,700,000). Funds would be used for
the Ocean View Business District Water Infrastructure Improvements project. This project will
bring a buried 12 inch ductile pipe water line to the Ocean View business district and increase
fire safety for all the residential properties.

AMENDS ORDINANCE NO. 12 -87, AS AMENDED, RELATING TO PUBLIC
IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2012
TO JUNE 30, 2013
Adds Public Works: Green Sands Subdivision Water Infrastructure Improvements ($1,00,000);
funds shall be provided from General Obligation Bonds, Capital Projects Fund -Fund Balance
and/or other Sources (Grants) ($1,00,000). Funds would be used to bring a buried six inch
ductile pipe water line to the Green Sands subdivision boundary and relocate the water meters
closer to the residential properties.

COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2013
Increases revenues in Federal Grants — Hawai`i County Police Department (HCPD) Data Grant
($40,020); appropriates same to HCPD Data Grant. Funds would be used by the Police
Department to purchase a Motor Vehicle Accident Report (MVAR) Data Export Function Server
to enable them to transfer reports to the Hawai`i Information Consortium (HIC).

COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2013
Increases revenues in Federal Grants — Traffic Investigation Program ($10,280); and appropriates
same to Hawai`i County Police Department (HCPD) Traffic Investigation Program. Funds will
be used to allow the Police Department to increase the number of officers trained in traffic crash
reconstruction and other traffic crash - related courses.

COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2013
Increases revenues in Federal Grants — Distracted Driving Project ($12,417); and appropriates same to
Distracted Driving Project. Funds will be used to allow the Police Department to reduce the number
of drivers using an electronic mobile device while operating a motor vehicle and increase the number
of electronic mobile device citations.

AMENDS ORDINANCE NO. 12 -86, AS AMENDED, THE OPERATING BUDGET FOR THE
COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2013
Increases revenues in Federal Grants — Roadblock Grant ($11,925). Funds will be used to allow the
Police Department to increase the number of enforcement roadblocks during all national mobilization
efforts.

AMENDS ORDINANCE NO. 12 -86, AS AMENDED, THE OPERATING BUDGET FOR THE
COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2013
Increases revenues in Federal Grants — Hawai`i County Police Department (HCPD) ($3,435); and
appropriates same to HCPD Click It or Ticket. Funds will be used to allow the Police Department to
finance the expanding of two volleyball tournaments (officials, scorekeepers, a net and volleyballs).

AUTHORIZES THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE
STATE OF HAWAII DEPARTMENT OF TRANSPORTATION, PURSUANT TO HRS 46 -7, FOR
THE HAWAII COUNTY POLICE DEPARTMENT'S YOUTH ALCOHOL DETERRENCE
PROGRAM
Funds would be used to support the Police Department's efforts to conduct underage drinking law
enforcement operations, to produce liquor violation and other arrest during enforcement projects, and
to use Public Service Announcements to provide education and to encourage underage individuals not
to consume alcohol illegally in parks and public areas.

Appropriates revenues in Federal Grants — Young Driver Driving Under the Influence (DUI) Deter
Grant ($22,96); and appropriates same to Young Driver DUI Deter.

AUTHORIZES THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND OF MORE
THAN ONE FISCAL YEAR FOR A MULTI -YEAR LEASE FOR TWO COPIERS FOR THE
FINANCE DEPARTMENT
Authorizes the Mayor to enter into a five -year lease agreement for two copiers; one copier to be used
by the Finance Department's Real Property Tax division's office in Hilo, and the other copier to be
used at their office in the West Hawai`i Civic Center. The copiers shall be leased at a cost not to
exceed $500 per month total for both units, plus an amount not to exceed $0.01 for each black and
white copy for up to 10,000 copies per month, and $0.08 for each color copy for up to 200 copies per
month.

ADJOURNMENT
AUTHORIZES THE ISSUANCE OF GENERAL OBLIGATION BONDS OF THE COUNTY
OF HAWAII FOR THE PURPOSE OF FUNDING ALL OR A PORTION OF THE COSTS OF
VARIOUS PUBLIC IMPROVEMENT PROJECTS; FIXING THE FORM, DENOMINATIONS,
AND CERTAIN OTHER DETAILS OF SUCH BONDS AND PROVIDING FOR THEIR SALE
TO THE PUBLIC; AND AUTHORIZING THE TAKING OF OTHER ACTIONS RELATING
TO THE ISSUANCE AND SALE OF THE BONDS
Aggregate principal amount not to exceed $16,830,000 for the purpose of funding all or a portion
of the costs (including costs of issuance of the Bonds) for the new South Kona Police Station
project. An additional $330,000 is included for bond issuance costs.
