Your Committee on Finance, to which was referred Resolution No. 285-12, reports as follows:
Resolution No. 285-12, transmitted jointly with Bill No. 284, by Finance Director Nancy Crawford
via Communication No. 796, dated July 26, 2012, authorizing the receipt and expenditure of State
Funding appropriated by the State Legislature pursuant to Act 106, Session Laws of Hawai`i 2012,
for Hawai`i County's Justice Reinvestment Initiative Program. The monies will be used to enhance
victim notification, restitution collection, and victim safety planning by funding six positions along
with fringe benefits, operational supplies and travel.
Pursuant to Section 46-7, Hawai`i Revised Statutes, County Departments must obtain the consent of
the Council to enter into agreements with the federal or state governments respecting action to be
taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
First Deputy Prosecuting Attorney Dale Ross appeared before Your Committee seeking Council
support and commented on how the funds will be used.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 285-12, and
recommends its adoption.
