Your Committee on Finance, to which was referred Bill No. 289, reports as follows:
Bill No. 289, transmitted by Council Member Brenda Ford, via Communication No. 815 dated
August 10, 2012, is a bill for an ordinance to amend 12-87 of the Hawaii County Code 1983
(2005 Edition, as Amended) Relating to Public Improvements and Financing thereof for the
Fiscal Year July 1, 2012 to June, 30, 2013 — Classroom Buildings #1; HI Cty, St of HI, UH, &
Private Partnership.
This appropriation of$4,000,000 is to fund the Classroom Building#1, HI Cty, St of HI, UH,
& Private Partnership project.
Chair Brenda Ford relinquished the chairmanship to Vice-Chair Dominic Yagong, and he
assumed chairmanship of the Finance Committee.
Ms. Ford commented that this provides a public-private partnership; combination of State of
Hawaii, County of Hawaii, University of Hawaii or other university, and private project
funding on the new UH-West Hawaii campus. The partnership shall solicit for private donors
and administration working with various agencies. It was also recommended that these
classrooms focus on science labs as these are not available in West Hawaii. Ms. Ford is seeking
favorable support of this proposed CIP amendment.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 289, and
recommends its passage on first reading.
