Your Committee on Finance, to which was referred Bill No. 290, reports as follows:
Bill No. 290, transmitted by Council Member Brenda Ford via Communication No. 816, dated
August 10, 2012, is a bill for an ordinance to amend 12-87 of the Hawai`i County Code 1983
(2005 Edition, as Amended) Relating to Public Improvements and Financing thereof for the
Fiscal Year July 1, 2012 to June, 30, 2013 —Kinue Road/Greenwell Park Flooding.
This appropriation of$200,000 is to fund the Kinue Road/Greenwell Park Flooding project.
Chair Brenda Ford relinquished the chairmanship to Vice-Chair Dominic Yagong, and he
assumed chairmanship of the Finance Committee.
Ms. Ford commented on the serious flooding problem above Yano Hall. Flooding after heavy
rains flows through the Tanaka Subdivision Road F, Greenwell Park, across the highway into
Manago and Langenstein properties. Ms. Ford is submitting this CIP budget amendment after
speaking with Department of Public Works to do project analysis to protect park, private
property, public health and safety.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 290, and
recommends its passage on first reading.
