RESOLUTION NO. 304 12
A RESOLUTION AUTHORIZING THE CHAIRPERSON OF THE HAWAII COUNTY
COUNCIL TO TAKE ALL NECESSARY ACTION TO ENROLL THE COUNTY INTO
THE NATIONAL ASSOCIATION OF COUNTIES' DENTAL DISCOUNT CARD
PROGRAM.
WHEREAS, Hawai`i County is a member in good standing of the National Association
of Counties (NACo); and
WHEREAS, Hawai`i County currently participates in the NACo Prescription Discount
Card Program (PDCP); and
WHEREAS,NACo is offering a new Dental Discount Card Program (DDCP); and
WHEREAS, the Centers for Disease Control and Prevention finds that nearly one-third
of all adults in the United States have untreated tooth decay; and
WHEREAS, the Centers for Disease Control and Prevention finds that one in seven
adults aged 35 to 44 years has gum disease; and
WHEREAS,this DDCP could reduce uninsured and under-insured County residents
expenses by up to 50% on dental procedures including routine oral exams, cleanings, dentures,
and crowns; and
WHEREAS, the DDCP may provide 20% savings on normal fees for special procedures
including endodontics, oral surgery, orthodontics, pediatric dentistry, periodontics, and
prosthodontics, where available, for those who pay out of pocket for their health care; and
WHEREAS, the DDCP will accept all Hawai`i County residents, can complement health
insurance plans, work with health savings accounts, flexible spending accounts, and health
reimbursement arrangements; and
WHEREAS, the DDCP individual participants pay a $6.95 monthly fee or a $59 annual
fee and the family rate is $8.95 per month or a$69 annual fee for access to participating
providers who have agreed to give services at discounted rates; and
WHEREAS, DDCP is not insurance and is not a Medicare Prescription Drug Plan; and
WHEREAS,the DDCP can be used at participating dentists and specialists nationwide;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
hereby authorizes the Chairperson of the County Council to take all necessary steps to enroll the
County into the NACo Dental Discount Card Program.
BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to Andrew Goldschmidt, Director of NACo Membership Marketing,the Honorable
Mayor William P. Kenoi, and Director of the Department of Finance.
