Your Committee on Public Works and Parks, to which was referred Communication No. 221, and
attached Bill No. 60, reports as follows:
The purpose of Bill No. 60 is to amend the Hawaii County Code 1983 (1995 Edition) by making
changes to the Building Code in seven areas: (1) Allows the chief engineer to file liens on
properties that have been the subject of Building Code fines, which have not been paid for one year;
(2) Accommodates the use of temporary structures and props by the film industry; (3) Requires
dwellings containing two or more guest rooms to have room arrangements such that access to a
bathroom or a water closet does not go through another sleeping room; (4) Clarifies the intent of
the guardrail requirement for windows; (5) Corrects reference to NFPA 91 to NFPA 96; (6)
Upgrades the Seismic Zone Map of the United States for the island of Hawaii from a zone 3 to a
zone 4; and (7) Establishes a maximum spacing on exposed spaced plank flooring to minimize the
tripping hazard to high heeled shoes.
Communication No. 221 is from Deputy Chief Engineer Jiro A. Sumada, dated March 19, 1999,
and after careful review of the 1994 and 1997 editions of the published Uniform Building Code by
the International Conference of Building Officials transmits Bill No. 60 for the Council's review
and consideration.
During the discussion on this measure, Council Member J. Curtis Tyler suggested that the proposed
inch exposed space plank flooring for decks, stairs, or ramps may be too narrow. Your
Committee agreed that spacing between planks shall not exceed '/z inch.
Your Committee is in accord with the purpose and intent of Bill No. 60, as amended to Draft 2, and
recommends that it pass first reading.
