No. 706/Bill No. 255, reports as follows:. Bill No. 255 transmitted by Council Member Brenda J. Ford via Communication No 706, dated April 25, 2012, is an ordinance amending Ordinance No.08-150, which amended ordinance No.465, which reclassified lands from Agricultural— 1 Acre (A-la)to Neighborhood Commercial-7,500 square feet(CN-7.5) at Kealakekua, South Kona, Hawai`i, covered by Tax Map Key: 8-2-013: portion of 002. At the May 16, 2012, Planning Committee, Bill No. 255 was referred to Planning Director Bobby Jean Leithead Todd and the appropriate Planning Commission for review and recommendations. In Communication No. 706.1,transmitted by Mayor William P. Kenoi, dated August 22, 2012, Leeward Planning Commission Vice Chairman Lani Bowman concurs with Planning Director Bobby Jean Leithead Todd's reasons for recommending favorable consideration,with further modifications to Bill No. 255. Council Member Ford moved to amend Bill 255 with the contents of Communication No 706.2 which amends Condition E regarding the frontage access road and adds a new Condition F regarding a Traffic Analysis Impact Report. She explained that these conditions are only triggered by specific actions such as add itional commercial development. The amendment passed with a vote of nine ayes. Council Member Ford stated that she had worked with Planning Program Manager Mr: Daryn Arai to address the concerns regarding flooding and the shared frontage access road. She further stated that the Farmers Market,which only sells locally grown or produced products,has lost substantial revenue since being relocated off the highway and asked for the Council Members to support and pass Bill 255, as amended,to allow the Farmers Market to return to its previous location.
