Your Committee on Finance, to which was referred Bill No. 296, reports as follows:
Bill No. 296, transmitted by Council Member Brittany Smart via Communication No. 828, dated
August 28, 2012, amends Ordinance No. 12-87, as amended, relating to public improvements and
financing thereof for the Fiscal Year July 1, 2012 to June 30, 2013, by adding the following project:
PUBLIC WORKS:
Green Sands Subdivision Water Infrastructure Improvements $ 1,500,000

Funds for this project shall be provided from:
General Obligation Bonds, Capital Projects Fund- $ 1,500,000
Fund Balance and/or other Sources (Grants)
Ms. Smart commented that this project will utilize help from the Air National Guard training
program, and stated further that this is a true partnership with all who is involved. This project has
received continued support by the Department of Water Supply and Ocean View residents. This
project will bring water to the residents of this remote community, along the Ka`ula`ula Road from
Highway 11.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for
this fiscal year by a two-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 296, and
recommends its passage on first reading.
