Your Committee on Finance, to which was referred Bill No. 297, reports as follows:
Bill No. 297, transmitted by Finance Director Nancy Crawford via Communication No. 829, dated
August 29, 2012, amends Ordinance No. 12-86 as amended, the Operating Budget for the County of
Hawai`i for the fiscal year ending June 30, 2013. The amendment is as follows:

The State Department of Transportation Public Affairs— Safe Community Program is providing an
additional funding of$40,020 to the Hawai`i County Police Department's Data Grant Program. The
grant funds will be used to allow the Police Department to purchase a Motor Vehicle Accident
Report(MVAR) Data Export Function Server to enable them to transfer MVARs to the Hawai`i
Information Consortium (HIC). In the current fiscal year's budget, $78,000 was appropriated in
anticipation of this grant.
The bill amends the Operating Budget by appropriating the additional funds in the Data Grant
program account and bringing the total grant appropriation to $118,020.
Pursuant to Section 46-7, Hawai`i Revised Statutes, County departments must obtain the consent of
the Council to enter into agreements with the Federal or State governments respecting action to be
taken pursuant to any powers granted by law to furnish, expend, and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
A representative from the Police Department was available to appear for this item and several other
items; however, due to the delayed start of the Finance Committee, Chair Ford released the
representative and stated if there are inquiries from the Council Members, the Police Department will
be notified to attend the next Council meeting.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 297, and
recommends its passage on first reading.
