Your Committee on Finance, to which was referred Bill No. 300, reports as follows:
Bill No. 300, transmitted by Finance Director Nancy Crawford via Communication No. 832, dated
August 29, 2012, amends Ordinance No. 12-86 as amended, the Operating Budget for the County of
Hawaii for the fiscal year ending June 30, 2013. The amendment is as follows:

The State Department of Transportation Public Affairs— Safe Community Program is providing an
additional funding of$11,112 to the Hawaii County Police Department's Aggressive Driving
project. Funds will be used to allow the Police Department to purchase Speed Detection Radar
Units. In the current fiscal year's budget, $37,000 was appropriated in anticipation of this grant.
The bill amends the Operating Budget by appropriating the additional funds into the Aggressive
Driving project account and bringing the total grant appropriation to $48,112.
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of
the Council to enter into agreements with the Federal or State governments respecting action to be
taken pursuant to any powers granted by law to furnish, expend, and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
There was no discussion on this measure.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 300, and
recommends its passage on first reading.
