Your Committee on Finance, to which was referred Resolution No. 299-12, reports as follows:
Resolution No. 299-12, transmitted jointly with Bill No. 303, by Finance Director Nancy Crawford
via Communication No. 835, dated August 29, 2012, authorizes the Mayor to enter into an agreement
with the State of Hawaii Department of Transportation for this grant.
The State of Hawai`i Department of Transportation is providing $22,956 to the Hawai`i County
Police Department to be used to conduct their Youth Alcohol Deterrence program. The funds will be
used for underage drinking enforcement operations, to produce liquor violation and other arrests
during enforcement projects, and to use Public Service Announcements to provide education and to
encourage underage individuals not to consume alcohol illegally in parks and public areas.
Pursuant to Section 46-7, Hawai`i Revised Statutes, County Departments must obtain the consent of
the Council to enter into agreements with the federal or state governments respecting action to be
taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 299-12, and
recommends its adoption.
