Your Committee on Finance, to which was referred Bill No. 294, reports as follows:
Bill No. 294, transmitted by Council Member Brittany Smart via Communication No. 827, dated
August 28, 2012, amends Ordinance No. 12-87, as amended, relating to Public Improvements and
Financing thereof for the Fiscal Year July 1, 2012 to June 30, 2013, by adding the following project:
PUBLIC WORKS:
Ocean View Business District Water Infrastructure Improvements $ 5,700,000

Funds for this project shall be provided from:
General Obligation Bonds, Capital Projects Fund- $ 5,700,000
Fund Balance and/or other Sources (Grants)
Ms. Smart commented that this project will utilize the help of the Air National Guard training
program, and stated further that this is a true partnership with all who is involved. The project has
received continued support from the Department of Water Supply and Ocean View residents.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for
this fiscal year by a two-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 294, and
recommends its passage on first reading.
