Your Committee on Public Works and Parks, to which was referred Communication No. 289 and
attached Bill No. 82, reports as follows:
The purpose of Bill No. 82 is to amend Chapter 24, Article l0, Division 1, Section 24-257, Schedule
5 (35 mile per hour limit), subsection (f) Kona, of the Hawaii County Code, by adding the following
to be appropriately numbered and to read as follows:
Hina-Lani Street, Mamalahoa Highway (Route 190) to Anini Street."
Bill No. 82 would also amend Chapter 24, Article 1Q Division 1, Section 24-260, Schedule 8 (45 mile
per hour limit), subsection (f) Kona, item (1), of the Hawaii County Code 1983 (1995 Edition) is
amended to read as follows:
"(1~ [Hinalani] Hina-Lani Street, [from] Anini Street to [the unnamed private road (Road
"F") which leads to Costco.] Kamanu Street."
Bill No. 281 would also amend Chapter 24, Article 10, Division 1, Section 24-280, Schedule 28 (No
parking at anytime), subsection (f) Kona, item (18), of the Hawaii County Code 1983 (1995 Edition),
is amended to read as follows:
"(18) Hina-Lani Street, [beginning at] Queen Kaahumanu Highway [and extending mauka for
a distance of .4 mile to the unnamed roadway serving Costco.] to Kamanu Street."
Communication No. 289 is a letter from Deputy Chief Engineer Jiro A. Sumada, dated April 29, 1999,
which transmits Bill No. 82 to the Council for its review and consideration. Mr. Sumada states that the
Kona Heavens Homeowners Association requested that the existing speed limit along the mauka
portion of Hina-Lani Street be increased from 25 miles per hour to 35 miles per hour. The Kona Traffic
Safety Committee and the Kona police concur with this amendment. The subject amendment also
identifies "Kamanu Street" as the correct street name for the unnamed road to Costco.

Your Committee is in accord with the purpose and intent of Bill No. 82, and recommends that it
pass first reading.
