Subject: Testimony for Hawaii County Council meeting August 1
Thank you to all members of the Hawaii County Council for the
opportunity to offer my testimony regarding the vote to override the
Mayors veto of Bill 256 and Bill 257.
I feel appreciative that you are taking the time to read my testimony, it
meets my need to be heard.
In this testimony I support of the council overriding Mayor Kenoi's veto
of Bill 257.
When the EPA some 16 years ago ruled that their should be a
Geothermal specific evacuation plan put in place for every Geothermal
plant in the area I believe they meant just that. That each plant would
have its own plan of action in the event of an emergency as happened in
1991 at PGV.
It would appear that this directive has simply been ignored, leaving the
residents in Puna vulnerable in the event of another emergency event
taking place at PGV and the civil defense vulnerable to litigation. With
the knowledge that there is 65,000 gallons of Isopentane stored at that
facility I believe that it is negligent of the Civil Defense not to have a
specific PGV emergency evacuation plan in place and that there has been
no practice of this plan involving the community.
I ask that all members of the Council support the vote to override the
Mayors veto of Bill 257.
