August 11, 2011 County Electrical Code was voted in by the Council.
November 14, 2011 Procedure 2011-01 was issued by the Plans Examining Manager of the Building Division.
November 16, 2011 New County Electrical Code for electrical contractors is now in effect.
November 16—Feb12 Permits were issued. PV Systems were installed. We received final inspection from the
County Electrical and Building Inspectors.
February 14, 2012 Received a call from Building Division Plan Reviewer,that our drawings(which were the
same drawings previously permitted and inspected)were not detailed enough.
February 15—May2 DWE, Inc. submitted new drawings with details, per verbal requirements, provided by the
Plans Examining Manager.
May 5, 2012 New, seven (7) page PV guideline memo was sent to us via email.
May 14, 2012 Revised PV guidelines issued from the County.
May 15, 2012 Revision to structural evaluation worksheet issued from the County.
July 19, 2012 Two story homes and mounting system become an issue. Both will need architect or
structural engineer stamps on drawings.
July 20, 2012 Structural engineer was hired by Hawaii Energy Connection to review mounting system.
August 16, 2012 Letter by a licensed structural engineer was submitted to the Plans Examining Manager,
who is also an architect.
August 16, 2012 Letter was rejected by the Plans Examining Manager.
September 11,2012 New rail certification letter was sent to the County Building Division.
September 12, 2012 A class was held for online permit applications. In class,Warren Lee stated that the
certification letter submitted was approved. They will issue a bulletin posted on the
County website stating its approval.
September 14,2012 Submitted permit drawings to the clerks in the Building Division. Inquired if the Bulletin
#2 (regarding rail certification) has been issued. Clerks did not have any information.
Spoke to the Plans Examining Manager. He said they will get on it.
September 18, 2012 Bulletin#2 is posted on the website. We are waiting for our permits to be issued.
Question 1: Is the County going to be liable for a County Code Compliant Installation?
Question 2: Is the revenue generated by the cost of the permits enough to pay for the Building Department?
