To the Nine County Council Members:
I, as one of your constituents,Attended a Meeting and or Hearing of the PLDC (Public
Land Development Corporation) at Konawaena High School on the 21" of September.
To my knowledge there were no minutes taken. This Corporation, from what I
understand, is a State development corporation, passed into law by Act 55, 2011,
attached to the Hawaii Department of Land and Natural Resources (DLNR). Its purpose
is to develop public lands placed under the PLDC jurisdiction, including but not limited
to existing open shoreline areas, conservation lands, agricultural lands, and small boat
harbors, for commercial purposes to generate revenue for the State.
The PLDC is the vehicle and sets the process "to make optimal economic,
environmental, and social use of public land," including public recreation and visitor
holiday destinations, through an "appropriate and culturally-sensitive" public land
development program.
The PLDC will identify public lands to be developed and maintained, conduct marketing
analysis for generating best revenue, will enter into public-private development
agreements, and will direct the development and financing of the selected public lands to
be developed.
My major concern is that this Act 55 gives the PLDC to much power through the DLNR.
The PLDC can use State Statutes that supersede Hawaii County Ordinances to change or
comply with this Corporations purposes. It appears that the Hawaii Clean Energy
Programmatic Environmental Impact Statement (PEIS) suggests that the State of Hawaii
use obsolete technology to create its energy resources and connect it with a smart grid,
connecting all the Islands with a submarine power cable. The cable system is estimated
to cost sixteen billion dollars. With this system any and all Islands could lose their power
with the flick of a switch. 3,Z

It is clear to me that Hawaii County has the ability to create the majority of the Hawaii
Islands energy with the obsolete technology suggested in the PEIS Statement. With
HELCO delivering this energy from our Island, will the County residents receive a
reduce rate for energy consumption? I think not!
I have heard it said that contempt prior to investigation leaves a man in everlasting
ignorance, so I have attempted to find maps of the County of Hawaii that would show
the Hawaii Kingdom. They were not available to me. Are they lost or hidden? I
attempted to get a certain topographical map of the Kau District and it is not available
from the US Government.
I attended the September 10, 2012 meeting of the Hawaii County Public Access, Open
Space and Natural Resources Preservation Commission. I head there that the
Commissioners are prioritizing the purchases of open space land for the County. I am
confused and will do further investigation.
What needs to be hidden from the people of Hawaii? What behind close doors planning
is going on? I will not remain in the dark.
The President, on August 30, 2012 signed an Executive Order-Accelerating Investment
in Industrial Energy Efficiency. I believe we constituents know what is going on in this
Corporation of the United States with regards to financial tyranny.
I disapprove of the use of State and County taxes to support he PLDC that is developing
ceded land of the Hawaii Kingdom for what appears to be exploitation of the County of
Hawaii and the State of Hawaii for the financial gain of a few unknown persons who
own stock in this PLDC Corporation. Based on 2010 Census information, Hawaii
County land area comprises 62.7 percent of the State of Hawaii's land area. It is the
highest percentage by any county in the United States.
It appears to me to that the PLDC is unaccountable and unmanageable based on its own
published rules.
If you, the County Council, have done your due diligence, you may see that Hawaii
County has nothing to gain from this form of government? It may be financial tyranny?
You may be personally held accountable for damages against the residents of the State
of Hawaii?
I urge you to vote with Brenda Ford and request the Hawaii State Legislature to
nullify/repeal this State Law,Act 55 and its corporation.
