Your Committee on Public Works and Parks, to which was referred Communication No. 316 and
attached Bill No. 86, reports as follows:
The purpose of Bill No. 86 is to amend Chapter 24, Article 10, Division 1, Section 24-253.1,
Schedule 1. I , (15 miles per hour speed limit), subsection (f) Kona, of the Hawaii County Code 1983
(1995 Edition), by adding the following to be appropriately numbered and to read as follows:
Milolii Access Road, from a point four miles west of State Highway Route 1 1 to its
southern terminus in Milolii Village.
Bill No. 86 would also amend Chapter 24, Article 10, Division 1, Section 24-255, Schedule 3
(25 mile per hour limit), subsection (f) Kona, of the Hawaii County Code 1983 (1995 Edition), is
amending by adding the following:
Milolii Access Road from State Highway Route 11 to a point four miles in the
westerly direction.
Communication No. 316 is a letter from Deputy Chief Engineer Jiro A. Sumada, dated May 24,
1999, which transmits Bill No. 86 to the Council for its review and consideration. Mr. Sumada
states that the Hawaii County Police Deparhnent and the Milolii Village Community request that
speed limits be authorized along Milolii Access Road. The department investigated this request, and
concludes that a speed limit of 25 miles per hour for the mauka portion of the roadway, and 15 miles
per hour through the village area are appropriate.

Your Committee is in accord with the purpose and intent of Bill No. 86, and recommends that it
pass first reading.
