Ford <br /> County Council <br /> County of Hawaii <br /> Hilo, Hawaii 96720 <br /> Dear Council Member Ford: <br /> I am writing in response to Resolution No. 303-12, urging the repeal of HRS Chapter 171C. I would like <br /> to clarify some apparent misunderstanding regarding the Public Land Development Corporation (PLDC) <br /> contained in your resolution. <br /> Repealing HRS Chapter 171C will not solve the problems mentioned in your resolution which include <br /> traffic circulation issues, insufficient numbers of law enforcement officers and fire fighters, insufficient <br /> potable water wells, insufficient sewer capabilities and uncontrolled development. Instead, the PLDC <br /> may aid Hawaii County in alleviating some of these issues. <br /> The mission of the PLDC is to create and facilitate partnerships between state and county agencies, <br /> departments, businesses, non-profits, and community groups to improve communities, create jobs, and <br /> expand benefit. This mission could include projects such as the creation of affordable housing and the <br /> fixing of aging infrastructure to bring in revenue for the Department of Land and Natural Resources' <br /> conservation projects. <br /> The PLDC would like the opportunity to work with Hawaii County to address the issues mentioned in <br /> your resolution. We believe the PLDC can assist in providing innovative solutions for the people of <br /> Hawaii County, while creating long term value that benefits communities throughout the State of <br /> Hawaii, <br /> PLDC is opposed to Resolution Number 303-12. <br /> Sincerely, <br /> Lloyd M.
