Ford County Council County of Hawaii Hilo, Hawaii 96720 Dear Council Member Ford: I am writing in response to Resolution No. 303-12, urging the repeal of HRS Chapter 171C. I would like to clarify some apparent misunderstanding regarding the Public Land Development Corporation (PLDC) contained in your resolution. Repealing HRS Chapter 171C will not solve the problems mentioned in your resolution which include traffic circulation issues, insufficient numbers of law enforcement officers and fire fighters, insufficient potable water wells, insufficient sewer capabilities and uncontrolled development. Instead, the PLDC may aid Hawaii County in alleviating some of these issues. The mission of the PLDC is to create and facilitate partnerships between state and county agencies, departments, businesses, non-profits, and community groups to improve communities, create jobs, and expand benefit. This mission could include projects such as the creation of affordable housing and the fixing of aging infrastructure to bring in revenue for the Department of Land and Natural Resources' conservation projects. The PLDC would like the opportunity to work with Hawaii County to address the issues mentioned in your resolution. We believe the PLDC can assist in providing innovative solutions for the people of Hawaii County, while creating long term value that benefits communities throughout the State of Hawaii, PLDC is opposed to Resolution Number 303-12. Sincerely, Lloyd M. Haraguchi Executive Director S L13 3 Comm.HQ Ref.To:.1 1L Ref. Date OCT 4 2Q12__
