A RESOLUTION REQUESTING THE LEGISLATIVE AUDITOR TO CONDUCT A
PERFORMANCE AUDIT OF THE DEPARTMENT OF WATER SUPPLY METER
AWARD PROCEDURES AND METER COMPLIANCE REVIEWS AND
PROCEDURES REGARDING THE HAWAIIAN OCEAN VIEW WATER SYSTEM
STANDPIPE STATION.
WHEREAS, water is an essential ingredient for human health, productive agricultural
opportunities, sound business development, and a safe, thriving community; and
WHEREAS, the Ocean View community relies on water catchment systems for their
water, which results in residents being heavily dependent on truck delivered water services due
to the lack of rainfall for refilling their catchment tanks; and
WHEREAS, through the dedicated efforts of Ocean View residents, the State of
Hawai'i and the County of Hawaii have invested over $6,415,000 in tax payer money for Ocean
View to have a water system station, which includes standpipes and public spigots; and
WHEREAS, the Department of Water Supply (DWS) process of awarding the water
standpipe meters had advertised the following criteria:
1) The applicant must appear in person;
2) Applicant must be current on all DWS accounts;
3) Applicant must be 18 years or older;
4) Present current and valid picture identification, such as driver's license, state or
military identification, passport, etc.;
5) Pay the required fees listed below:
Initial Standpipe Fee $407.00
Estimated Water Meter Install Fee $75.00
Credit Deposit $50.00
TOTAL AMOUNT PAID $532.00; and
WHEREAS, the Ocean View residents report having not seen any significant drop in
the price of water delivery, despite the fact that the Hawaiian Ocean View Water System
Standpipe Station is at least 12 miles closer than the Naalehu water standpipe station; and
WHEREAS, residents report having concerns that the Hawaiian Ocean View Water
System Standpipe Station meter award process has resulted in inequities in the allocation of
standpipe meters which has contributed to the lack of a significant drop in the price of water
delivery; and
WHEREAS, the water standpipe meter award process, which issued the ten (10) water
standpipe meters on a first-come, first-served basis, may not have been adequate for addressing
Ocean View's unique circumstances and may not have guaranteed that safe, potable water will
be delivered to the community at fair, competitive rates; and
WHEREAS, the DWS practice of awarding water standpipe meters to applicants that are
not regulated by the State of Hawai' i Public Utilities Commission, specifically personal, private,
or businesses not specializing in hauling water, does not seem to promote the proper use of
publicly funded water infrastructure; and
WHEREAS, Section 3-18(d) of the Hawaii County Charter provides in part that the
Legislative Auditor shall conduct or cause to be conducted: "(2) Performance and/or financial
audits of the funds, programs, services, and operations of any county agency, executive agency,
or program as set forth by the legislative auditor in an annual audit plan that shall be transmitted
to the county council and the mayor and filed with the county clerk as a public record"; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII to
request the Legislative Auditor to conduct a performance audit of the DWS meter award process
for the Hawaiian Ocean View Water System Standpipe Station, and report on recommendations
for future award procedures for standpipe meter service.
BE IT FURTHER RESOLVED that the Council of the County of Hawai'i requests the
Legislative Auditor to conduct a performance audit of any meter compliance review programs or
procedures that the DWS may have, and report on findings and recommendations to improve
such programs or procedures to encourage and enforce meter compliance.
BE IT FURTHER RESOLVED that the Legislative Auditor may conduct further
examination into concerns that may arise during the course of the review.
BE IT FURTHER RESOLVED that the Legislative Auditor, upon completion of
performance audit, shall submit the findings and recommendations to the Hawaii County
Council, the Department of Water Supply, and the Board of Water Supply.

BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to Colleen Schrandt, Legislative Auditor, Quirino Antonio, Jr., Manager -Chief
Engineer of the Department of Water Supply, the Honorable Mayor William P. Kenoi, Hawaiian
Ocean View Estates Community Association, current Ocean View Water Standpipe meter
customers, Ka`u Water Haulers and the Board of Water Supply.
