Your Committee on Public Works and Parks, to which was referred Communication No. 317,
and attached Bill No. 87, reports as follows:
The purpose of Bill No. 87 is to amend Chapter 24, Article 10, Division 5, of the Hawaii
County Code, by deleting and/or adjusting certain freight loading zones in downtown Hilo
because they either obstruct traffic or are not used.
Communication No. 317 is from Deputy Chief Engineer Jiro A. Sumada, dated May 24, 1999,
informing that the Department of Public Works has not received any objections from the
Downtown Improvement Association to the Traffic Division's November 1998 proposal
relating to certain freight loading zones, and transmits Bill No. 87 for the Council's review
and consideration.
Your Committee is in accord with the purpose and intent of Bill No. 87, and recommends that
it pass first reading.
