Your Committee on Public Works and Parks, to which was referred Communication No. 348,
and attached Bill No. 100, reports as follows:
The purpose of Bill No. 100 is to amend Chapter 24, of the Hawaii County Code 1983 (1995
Edition) by creating certain changes to the traffic pattern around Hilo Union School.
Communication No. 348 is from Deputy Chief Engineer Jiro A. Sumada, dated June 17, 1999,
transmitting Bill No. 100 for the Council's review and consideration. Mr. Sumada informs
that the Hilo Union School Traffic Ad Hoc Committee requested various amendments to the
Traffic Code for the purpose of improving overall safety for students and pedestrians along
Kapiolani Street between Waianuenue Avenue and Haili Street. The amendments include
converting Kapiolani Street to a one-way pattern during the morning peak hour on school
days, expanding the existing passenger loading zones, and adding amid-block crosswalk near
the covered walkway. Proposals have been discussed with the St. Joseph Catholic Church
establishment along with other establishments in the immediate area, and all support these
improvements to traffic safety.
Your Committee is in accord with the purpose and intent of Bill No. 100, and recommends
that it pass first reading.
