NO. 167 PLACE: Councilroom TIME: 9:08 a.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Parks, to which was referred Communication No. 167, reports as follows: Communication No. 167 is from Kaz Shigezawa, Landscape Images Inc., dated February 16, 1999, informing that the developers of Kohanaiki Business Park, Kamaaina Eight Partners LLC, are requesting a variance for their subdivision signage from the standazds set forth in Section 3-25, of the Hawaii County Code, to allow for more than one sign to front onto any street and in Section 3-30, of the Hawaii County Code, to allow for a sign larger than eight square feet. According to Mr. Shigezawa, the Kohanaiki Business Park fronts Queen Ka`ahumanu Highway which has a posted 45 miles per hour speed limit. Project signage along this highway needs to be oriented towards approaching vehicles and sized lazge enough to allow people an opportunity to read it while traveling at a high rate of speed. The signage for this project proposes to mount cutout letters spelling the name, "KOHANAIKI" onto the faces of two 4-foot high rock walls located one on each side of the entry road. These signage walls will be oriented such that one would face southward onto Queen Ka`ahumanu Highway and the other would face northward. Both signage walls are integrated into the landscaping that is planned for the project frontage. The individual letters for the signs will be of white Corian eleven inches in height. The aggregate area of all the letters in the name "KOHANAIKI" totals 6.8 square feet. The combined signage area for both signs will be 13.6 square feet. Committee on Public Works & Parks July 7, 1999 Page -2- Communication No. 167.001 is from Kaz Shigezawa, Landscape Images Inc., dated June 17, 1999, informing that the Kohanaiki Business Pazk project is rapidly progressing to completion and would appreciate action on their request (Comm. 167) as soon as possible. Your Committee finds that enforcement of Section 3-25 and 3-30 would work a hardship upon the applicant, and that the granting of a variance would not be contrary to the spirit and purpose of this article and the public interest.
