Your Committee on Public Works and Pazks, to which was referred Communication No. 355,
and attached Bill No. 84, reports as follows:
The purpose of Bill No. 84 is to amend Chapter 24, of the Hawaii County Code 1983 (1995
Edition), to prohibit parking along both sides of Halekii Street in Kona.
Communication No. 355 is from Deputy Chief Engineer Jiro A. Sumada, dated June 18, 1999,
transmitting Bill No. 84 for the Council's review and consideration. Mr. Sumada states that
the Kona Community Policing Division requested that parking be prohibited along both sides
of Halekii Street from Mamalahoa Highway to Mamao Street because parked vehicles restrict
sight distance of motorists entering Halekii Street from driveways. The parking restrictions
would also benefit the proposed traffic signal system at this intersection.
Council Member Nancy Pisccihio informed Your Committee that businesses within the
affected area were opposed to this measure largely because there is no alternative off-street
parking. The minimum requirement of no parking sight distance at a traffic signal
intersection without an ordinance is a minimum of 75 feet. Anything over the requirement
would need further study of the traffic channeling design of the intersection, and must be
approved by ordinance.
Your Committee is not in accord with the purpose and intent of Bill No. 84, and recommends
that the bill be filed.
