Your Committee on Governmental Relations, to which was referred Resolution No. 304-12, reports as
follows:
Resolution No. 304-12, transmitted by Council Member Brittany Smart via Communication 846, dated
September 14, 2012, authorizes the Chairperson of the Hawai`i County Council to take all necessary action
to enroll the County into the National Association of Counties' Dental Discount Card Program (DDCP).
The program may provide 20 percent savings for special dental procedures, and up to 50 percent on routine
procedures. The DDCP can be used at participating dentists and specialists nationwide. The program will
accept all county residents, with annual rates for individuals at $59 and for families at $69, for access to
participating providers.
Ms. Smart introduced Mr. Andrew Goldschmidt CAE, MBA, Director of Membership Marketing, who
addressed the Council from Washington DC by teleconference. Mr. Goldschmidt explained information
provided in a PowerPoint presentation as well as in the Careington Dental Providers handout.
Ms. Ford asked Mr. Goldschmidt if there is any cost to the County. Mr. Goldschmidt clarified that the
reduced cost rate is charged to the resident and there is no additional cost to the County.
Ms. Smart urged Councilmembers to adopt Resolution 304-12 and to enroll the County into the Dental
Discount Card program.
Chair Pilago acknowledged and thanked Ms. Smart for bringing the presentation to the Council and stated
that it was very informational.
Your Committee on Governmental Relations is in accord with the purpose and intent of
Resolution No. 304-12, and recommends its adoption.
