HomeMy WebLinkAboutREP PWPC 040 08/24/1999 1998-2000 COMMITTEE ON PUBLIC WORKS AND PARKS REPORT 40 (AMENDED) By a motion duly made and seconded, the County Council amended Public Works and Parks Committee Report 40, by inserting the following sentence, "A motion to approve Bill No. 111 failed as indicated by the votes below." as requested by Councilmember Dominic Yagong. The motion was carried by the following voice vote: AYES: Councilmembers Elarionoff, Jacobson, Leithead-Todd, Pisicchio, Smith, Tyler, Yagong and Chairman Arakaki - 8. NOES: None. NO. 386 /BILL NO. 111 PLACE: Councilroom TIME: 9:00 a.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Parks, to which was referred Communication No. 386, and attached Bill No. 111, reports as follows: The purpose of Bill No. 111 is to amend Chapter 21-5 of the Hawaii County Code relating to these instances when connection to a sewer is required. Communication No. 386 is from Deputy Chief Engineer Jiro A. Sumada, dated July 15, 1999, transmitting Bill No. 111 for the Council's review and consideration. Mr. Sumada states that the amendment would delete Section 21-5(b)(3) of the Hawaii County Code, which allows exceptions to connection requirements for lots accessible to a sewer which was paid for by a private developer. Mr. Sumada states that the reasons for this proposal aze (1) to bring the County Code into compliance with Hawaii Administrative Rules Section 11-62-06(b) which states "All building(s) generating wastewater and located within or neaz proximity of an available public sewer system as determined by the director, shall connect to the public sewer' ; (2) to comply with EPA requirements; (3) to comply with Department of Health requirements; (4) to enable the County to reimburse Maryl Development for revenues generated from these other properties; and (5) to adopt a law that is applied fairly. Your Committee discussed the cost of hook up to a public sewer from a resident's home. The cost of hooking up could range anywhere from several hundreds of dollars to several thousand dollars. High cost of hook up could create hazdship on residents with fixed income as well as other low to moderate-income residents. Discussion on possibly assisting the residents with subsidizing the installation cost for hook up was expressed, however, the question of who will be the funding source azised. Committee on Public Works & Pazks August 24, 1999 Page -2- Should funding become available for subsidizing the cost of hook up, previous residents who aze already connected to a sewer facility may question and/or request a portion of subsidy for their cost of hook up Council Member J. Curtis Tyler voted twice kanalua.
