NO. 401 /BILL NO. 116 PLACE: Councilroom TIME: 9:00 a.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Pazks, to which was referred Communication No. 401, and attached Bill No. 116, reports as follows: The purpose of Bill No. 116 is to amend Chapter 24, of the Hawaii County Code 1983 (1995 Edition) relating to vehicles and traffic by setting of speed limits on Kaupaku`ea Homestead Road. Communication No. 401 is from Deputy Chief Engineer Jiro A. Sumada, dated July 26, 1999, transmitting Bill No. 16 for the Council's review and consideration. Mr. Sumada states that this request is to establish speed limits along Kaupaku`ea Homestead Road. A speed study was conducted, and found that speed limits of 20 and 30 miles per hour to be appropriate for this roadway. Mr. Roger Mosher, President of the Kaupaku`ea Homestead Road Association, informed Your Committee that the residents aze in support of this measure, however, suggested that speed limits of 25 and 35 miles per hour would be more appropriate instead. In discussion, Your Committee came to a consensus that the recommendation made by the Department of Public Works Traffic Division is sufficient for this roadway. Council Member J. Curtis Tyler voted kanalua two times.
