MICHAEL CHANG OF HILO FIRE EXTINGUISHER From Finance Director Nancy Crawford, dated September 27, 2012, requesting the acceptance of supplies to be used for Fire Prevention Week, including give-away items such as hats, stickers, magnets and pencils. RECOMMENDS ACCEPTANCE OF THE ABOVE DONATION: Ayes: Committee Members Blas, Hoffmann, Ikeda, Pilago, Yagong, and Chair Ford – 6. Noes: None. Absent: Committee Members Onishi, Smart, and Yoshimoto - 3. Comm. 868: AMENDS ORDINANCE NO. 12-87, AS AMENDED, RELATING TO PUBLIC (Bill 313) IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2012 TO JUNE 30, 2013 Adds the Public Works, Multi-Purpose Event Center project for $500,000 to the Capital Budget. The proposed large capacity multi-purpose center is intended to hold up to 10,000 spectators, and may be used by for University of Hawai‘i and local high school events, professional and cultural performances for residents and tourists, and to hold conventions or other large scale functions. Intr. by: Mr. Ikeda POSTPONE BILL 313 TO NOVEMBER 8, 2012: Ayes: Committee Members Blas, Hoffmann, Ikeda, Pilago, Yagong, and Chair Ford – 6. Noes: None. Comm. 869: AMENDS ORDINANCE NO. 12-87, AS AMENDED, RELATING TO PUBLIC (Bill 314)IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2012 TO JUNE 30, 2013 Adds the Public Works, Ponahawai Parking Lot project for $450,000 to the Capital Budget. The proposed parking, lot near the corner of Ponahawai Street and Kīlauea Avenue, to accommodate retailers, their employees, and shoppers in the Downtown Hilo area. Intr. by: Mr. Ikeda RECOMMENDS PASSAGE OF BILL 314 ON FIRST READING: Ayes: Committee Members Blas, Hoffmann, Ikeda, Onishi, Pilago, Yagong, and Chair Ford – 7. Noes: None. FC-44 Page 3 October 16, 2012 UNFINISHED BUSINESS: Comm. 853: PROVIDES FOR THE ACQUISITION OF EASEMENTS IN PRIVATE PROPERTY BY (Res. 308-12) EMINENT DOMAIN, BEING A PORTION OF TAX MAP KEY NUMBERS: (3)2-7-004-118 AND (3)2-7-027-065, SITUATED AT PĀPA‘IKOU, DISTRICT OF SOUTH HILO, TO PROVIDE A PEDESTRIAN PUBLIC ACCESS EASEMENT TO THE BEACH AT PĀPA‘IKOU Authorizes the Office of the Corporation Counsel and the Department of Finance to initiate proceedings in eminent domain to acquire the two above-mentioned parcels for the purpose of establishing public pedestrian access to Pāpa‘ikou Beach.
