PLEASE DO NOT STOP THERE! --- -- As I mentioned in my testimony before you I sincerely appreciate your Resolution and the fact you are bringing the County Council to a very �' important and costly segment of living on Hawaii Island, HELCO. r) Your resolution addresses the existing HELCO contracts, which as you mentioned it is entirely up to the parties of the contract whether they will or will not negotiate better rates with HELCO for the remaining contract period. I think equally important is to urge HELCO not to enter into new contracts that have high power generation costs with a lock in of 20- 30 years. Mayor Kenoi and others have said we want renewable energy but not any renewable energy, we want inexpensive renewable energy. That is why I suggested adding the wording, " and to only contract with independent power providers using renewable resources that provide the least cost per kilowatt/megawatt and the least environmental foot print". The PUC will be having hearings on new HELCO contracts and it would be very helpful and instructive if the County Council was on record requesting the least expensive altemative. That is why I drafted the HAWAII ISLAND ENERGY GENERATION COMPARATIVE ANALYSIS spreadsheet so all concerned would know what the best choice for energy would be. That is the testimony I submitted so the County Council would have it before them for the hearing. After the meeting I had a good talk story with Jay Ignacio and Norman Verbanic and plan to communicate with Norman as we proceed with the / spreadsheet. Communication is so important. Comm. I have not heard from him to date. I applaud J for sponsoring Resolution 297 and for you supporting it at the committee level. I have enclosed the language I offered at the committee hearing. Asking HELCO and the GENERATORS to renegotiate their contracts is helpful but they can simply disregard your request and there is nothing you can do about it. This is a reactive action. Your reacting after the contracts have already been legally implemented. Why not also be proactive. Ask HELCO not to enter into new contracts unless they are the least cost per kilowatt/megawatt and the least environmental footprint. This statement from our County Council is important since HELCO is going to the PUC for new contracts in the near future. Where is the meat?This added wording is the meat. Both requesting a renegotiation of existing contracts and a request for done right new contracts is comprehensive. Why wouldn't you want to cover all options?
