Date EP 1 5 201 Big Island Community Coalition Hilo, Hawaii www.bigislandcommunitycoalition.com The Big Island Community Coalition is a group of Hawaii Island residents who have joined together to advocate for lower electricity rates for the Big Island. Our focus is lowering electricity rates and forcing policymakers and the utility to consider the needs of the ratepayer as regulatory and policy actions are made. We support efforts to de-link the price of electricity from the volatile price of oil by pursuing clean, renewable resources as sources of electricity generation for Hawaii Island. We believe that there is value to utilizing Hawaii Island's robust renewable resources: wind, solar, hydro, ocean, OTEC, geothermal, and biomass for electricity generation. Our criteria is that electricity generation from these resources should reduce electricity rates, utilize technologically proven and viable methods of generation, demonstrate environmental stewardship in the use of the resource, and provide a means of empowerment and participation for the surrounding community of any renewable energy project. We support the intent of Resolution 297-12 that urges HELCO to renegotiate its purchase power agreements with independent power producers that are based on avoided costs. We appreciate and understand that these are executed long-term contracts. We applaud the efforts of both the utility and any IPP that is willing to renegotiate its contract in order to join in the effort to lower Hawaii island's electricity costs.
