stations—

This document, available as a free download from the Archive Publications section of the
www.recyclehawaii.org website is replete with recommended ordinance changes to be considered in
the development of such a program. The plan deserves to be revisited and updated when considering
this option found within the current County of Hawaii Integrated Resources/Solid Waste Management
Plan.
Every community that has adopted the PAYT system has experienced a spike in illegal dumping;
however,when combined with continual public education, the amount of illegal dumping levels off once
the program becomes well established and accepted within the community.
I applaud the unanimous affirmation by the students who comprise the inaugural Hawaii High School
Council in their foresight in dealing with rubbish as resources as opposed to "waste." Within the PAYT
plan is the built-in incentive to recycle resources in that the more resources extracted for recycling,the
smaller the bill to residents for using landfill space. That is,there conceivable would be no cost to
residents who recycle recoverable materials. The trend towards"Zero Waste" is the driving force behind
such a program where we eliminate tons of materials now going to the landfills in favor of recycling and reusing
in order to recover valuable resources. If you are not for"Zero Waste"—how much waste are you for??
