Aloha Brittany,
I saw the article regarding your Council Agenda item, PAY TO THROW. I
agree it may not be a good idea since it may encourage illegal
dumping, ie, I NO PAY - THROW IT ANYWHERE.
I would like to share with you a plan I used elsewhere that guarantees ,
100% recycling. Maybe a pilot project could be started at one of the -j
drop-off sites to see how it works and how it would be accepted. If
you are interested I would like to discuss it with you.

Aloha Council Members,
I sent this to Brittany since she was the sponsor. I have not heard
from her to date. If zero waste is really the goal of Hawaii County,
then removing 100% of the recyclables from the waste stream is a must.
The plan I used elsewhere is very easy and inexpensive to implement
and the users found it very rewarding. As I mentioned, maybe the
County could start a pilot program at one of the transfer stations.
If you have any interest in hearing about such a program I would
proceed as you suggest.
This inexpensive, easy to implement 100% recyclable program has the
same characteristics as the TUTU hot water heater timer that I
suggested become part of Bill 270, Building Code, inexpensive and very
effective.
