In rural areas, Tthousands of Big Island residences have been constructed without Hawaii County building permits. The cost of home construction in accordance with the current Building Code is out of the financial reach of many residents, especially with the economy as it is now. Establishing sustainable living sites would provide a way for people to come into compliance, and be able to learn about new ways of living that are ecological. They could learn many skills and techniques that would improve our island home, such as: Conserving and harvest ing fresh water, Conserving and improving topsoil without expensive chemicals Increasing local food quality and safety using organic methods and local materials Increasing biodiversity and protecting wildlife Providing onsite waste treatment and recycling with minimal pollution. Hawaii needs to create and support more sustainable paradigms in order to insure a healthy future. This mandate is part the state's goal of becoming more self-reliant& sustainable by the year 2050. This measure is in line with successful building code alternatives already on the books for other counties such as Mendocino's ClassK/Type 2 rural alternative dwellings. The measure also is compatible with local methods for the building of Hawaiian-style indigenous architecture. Please support this resolution, and work towards an ordinance.
