Subject: Papaikou Mill Beach
Hello -
I am writing to voice my objection to the condemnation of the Waugh-Prickett property.
I am sympathetic to people wanting access to the ocean, but this is not the correct way to do it.
The county should have purchased the property in 1995 or discussed with Waugh & Prickett
about acquiring it when they want to sell it. However, stepping in now and forcing them to sell
access after they have already invested so much work and money into the property is certainly
not fair. Opening that beach at all hours with no regulations would certainly cause a significant
devaluation of the rest of the property.
I was also struck by the lack of good will in the community. I know for a fact that the owners
have gone to great lengths to allow community access to the beach and there was no appreciation
voiced about that in the meeting. Everyone expects them to sacrifice their property rights, but
no one else seemed ready to sacrifice anything. If the county acquires that road it should
certainly be upgraded to county standards. It is also very short sited to not address the parking
issues and crimes that opening the beach would cause.
