I am having hip surgery in Honolulu at 7:30 a.m. I therefore, request that the testimony typed below is submitted on my behalf. Should you have any questions I will be here for a couple of hours then will be flying over to Honolulu. I'm the President of the Wainaku-Kaiwiki Community Association. I am writing to ask you to seriously consider a proposal that will be presented tomorrow by Papaikou landowners, Charlene Pritchett and Jim Waugh, at your County Council Finance Committee at 10 a.m. I've known Charlene and Jim for 4-5 years. They've been heavily involved in many activities affecting the Hamakua Coast, including the Rural South Hilo Community Association, the Project Papaikou Ohana (protect ag land against urban development sprawl), Hamakua Coast Community Development Plan, etc. Jim's extensive research work immensely helped our community (Kaiwiki/Paukaa) to uncover Honolii airstrip historical data which validated our community's concerns about Kapohokine Adventures claims which ultimately got them fined by both the County and State. Charlene and Jim are community/civic minded individuals who speak out for the rights of others. We support their endeavors. What is being said about Charlene and Jim is not true. There are always two sides of a coin and they have not been given fair opportunity to be heard. Another Kaiwiki Road neighbor, Gwen Herrington, is on the mainland and will not be able to speak at tomorrow's meeting. I'm having my hip replaced tomorrow morning in Honolulu and I will not be able to speak on their behalf. It is my opinion that Charlene and Jim have been harassed and soloed out by a number of local community members this past year, labeling them as villainous, mainland capitalistic landowners who've allegedly denied locals access to the small beach which resides at the bottom of their property. I have observed their efforts to maintain the privacy of their home and grounds while giving access to the public who love this area. I urge you to listen to their solution to this dilemma so everyone can walk away with a win-win outcome. Thank you for your time and consideration of my request.
