Your Committee on Public Works and Parks, to which was referred Communication No. 470, and
attached Bill No. 140, reports as follows:
The purpose of Bill No. 140 is to amend Chapter 24, Article 10, of the Hawaii County Code, to
prohibit parking along Kinoole Street adjacent to Waiakeawaena School to improve traffic safety in
the area, to clarify and adjust existing pazking regulations to create apassenger-loading zone on the
makai side of Kinoole Street by the existing crosswalk.
Communication No. 470 is from Chief Engineer Robert K. Yanabu, dated September 28, 1999,
transmitting Bill No. 140 for the Council's review and consideration. Mr. Yanabu informs that
preliminazy investigations show Waiakeawaena School lacks adequate off street pazking for
teachers, staff and for pazents to drop off students on school days.
Mrs. Annette Yamaki, Principal of Waiakeawaena School, testified in support of this amendment;
however, she further stated that the school traffic is particularly heavy when school lets out on
Mondays, Tuesdays, Thursday and Friday at 2:15 p.m., and suggested that the loading and unloading
time need to be amended from 1:00 p.m to 2:30 to 1:00 to 3:00 p.m.
Your Committee is in accord with the purpose and intent of Bill No. 140 as amended to Draft 2, and
recommends that it pass first reading.
