No. 869/Bill No. 314 PLACE: Council Chambers Kona, Hawai`i TIME: 1:30 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Bill No. 314, reports as follows: Bill No. 314, transmitted by Council Member Donald Ikeda via Communication No. 869, dated September 26, 2012, amends Ordinance No. 12-87, as amended, relating to Public Improvements and Financing thereof for the Fiscal Year July 1, 2012 to June 30, 2013. This will appropriate $450,000 for the Ponahawai Parking Lot Project. This project will provide for a parking lot near the corner of Ponahawai and Kilauea Avenue, to accommodate retailers, employees, and their shoppers in the area. Traffic Division Chief Ron Thiel appeared before Your Committee. Mr. Thiel commented that the Department of Public Works (DPW) is jointly working with the Department of Parks and Recreation on this Ponahawai Parking Lot project. DPW is currently in the position to develop this project, and Parks and Recreation will later maintain it. Council Member Donald Ikeda commented that part of this parcel will be a staging area used by a private company and the other portion will be used for a paved public parking lot for Downtown Hilo. Council Member Dennis Onishi commented on berms to control flooding issues along this parcel. It was also provided that the entire parcel is under the jurisdiction of Parks and Recreation and only one-half of the parcel will be used for this project.
