Your Committee on Public Works and Parks, to which was referred Communication No. 471, and
attached Bill No. 141, reports as follows:
The purpose of Bill No. 141 is to amend Chapter 24, Article 10, of the Hawaii County Code, to
authorize speed limits along Opihikao-Kamaili Road (Route 130 to Route 137), and along Pohoiki
Road (Route 132 to Route 137).
Communication No. 471 is from Chief Engineer Robert K. Yanabu, dated September 28, 1999,
transmitting Bill No. l41 for the Council's review and consideration. Mr. Yanabu informs Your
Committee that the Hawaii County Police Department conducted a speed study, and concluded that
speed limits ranging from 10 miles per hour to 35 miles per hour is appropriate for the Opihikao-
Kamili Road, and speed limits ranging from 25 miles per hour to 35 miles per hour for the Pohoiki
Road is appropriate.
Your Committee is in accord with the purpose and intent of Bill No. 141, and recommends that it
pass first reading.
