Re: Capital Budget
Enclosed is a bill for an ordinance amending Ordinance 12-87, the Capital Budget, by adding an
appropriation (private funds) for the Hokulia Bypass project in the amount of$12,500,000. This
project is for the completion of the HokulialMamalahoa Highway Bypass Road from KaleioPapa
Street to, including the Napo'opo'o Road/Mamalahoa Highway intersection. This project also
includes improvements on Haleki'i Street from the intersection of Haleki'i Street and Mamalahoa
Highway Bypass Road to the Kona Scenic Park.
The Department of Public Works requests that this bill be waived from the Finance Committee and
be placed on the November 9, 2012 Council agenda in order to expedite the project's phase I and
Haleki'i Street improvements.

A. REQUEST:
Amend Ordinance 12-87 of the Capital Budget by adding an Appropriation to complete the following projects:
Hokulia Bypass Road (Private) $12,500,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Appropriation of$12.5 million (Private) is for the completion of the Hokulia/Mamalahoa Highway Bypass
Road from Kaleiopapa Street to and including the Napoopoo Road/Mamalahoa Highway intersection. This
includes improvements on Halekii Street from the intersection of Mamalahoa Highway Bypass/Halekii Street
up to the Kona Scenic Park because the ability to use the funds would be a necessary and proper adjunct to
the opening of the Mamalahoa Highway Bypass since Halekii Street provides the ingress and egress to the
substantially completed north segment of the Mamalahoa Highway Bypass.
Please waive this Ordinance from the Committee on Finance so that it will proceed for Council's approval.
The project's Phase I and Halekii Street improvements need to be expedited.

RE: Bill No. 327 : AN ORDINANCE AMENDING ORDINANCE NO. 12-87, AS
AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING
THEREOF FOR THE FISCAL YEAR JULY 1, 2012 TO JUNE 30, 2013 (HOKULIA
BYPASS ROAD.)
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
