Re: Operating Budget
•
The State of Hawai`i Department of the Attorney General is providing additional federally derived
funds of$35,836 to support the Prosecuting Attorney's Office's implementation of the Integrated
Criminal Justice System (CJS) Information Sharing Project. The goal of this project is to improve
the efficient exchange of information within the criminal justice system. The project includes
automated transfer of case information and reports from the Hawai`i Police Department Records
Management system to the Prosecuting Attorney's office HITS case tracking system and Laserfiche
document management system. The project also includes the creation of an electronic discover
process and addresses meeting the Judiciary's electronic filing of criminal cases requirement. The
Prosecuting Attorney's Office anticipates that these initiatives will streamline workflow and
improve efficiency by automating manual entry and redundant processes.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the additional
funds into the Integrated CJS Information Sharing program account, increasing the total
appropriation to $192,691.

Requesting a bill to appropriate $35,836 for CJS Information Sharing.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii Department of the Attorney General awarded the Prosecuting Attorney's Office with a FY 2009
Recovery Act - Edward Byrne Memorial Justice Assistance Grant (JAG) of$156,855 for the Integrated
Criminal Justice System Information Sharing project. We have been approved to receive a supplemental
award from the FY 2009 American Recovery and Reinvestment Act (Recovery) for the project. The
supplemental funds will enable us to obtain necessary equipment and services to further improve the use of
technology to streamline workflow and improve efficiency in the processing of criminal cases.

The supplemental award is for an additional $35,836 in federal funds raising the federal amount
from $156,855 to $192,691.
We will be in contact with Dale Ross,Project Director,regarding the supplemental amount and the
revisions needed to process a supplemental agreement for the current contract. The revision will be needed
as soon as possible. The JAG-Recovery grant expires on February 28, 2013;therefore it is crucial that all
funds be expended by February 28, 2013.
