ask you to uphold the veto of bill 256.
The establishment of a one mile buffer zone around the Puna geothermal plant
an extraordinary action that is not supported by expert research of fact.
The plant has been monitored by state and county departments since the
beginning of operation. A large data base of information has been compiled.
There are many professionals throughout the world that are experts in all the e?
aspects of the operation of geothermal plants. The county department of Health'
the state DLNR, the federal EPA, all have access to very knowledgeable
professionals that can review the facts and concerns, and provide valid
information related to any health or operational risks. This approach will best
address the concerns of our citizens on all sides of this issue.
This bill was introduced to improve the lives of the citizens in this community. The
results of the establishment of a one mile buffer zone around the plant are very
clear. The buffer zone cuts through three subdivisions and includes many other
surrounding lots and homes. Property values in these subdivisions and properties,
both in the buffer zone and outside, are already being reduced by this bill.
Hundreds of homes and undeveloped lots will become worthless on the open
market.
This action has caused fear, anxiety, and uncertainty in the minds of people in this
area. Over one thousand homes and families are being impacted. People's lives,
dreams, and futures will be harmed or destroyed. The county will open itself to
large financial costs and legal liabilities.
I have had people ask me why the county council is doing this to them. They ask
what they have done to deserve becoming the victim of such extreme actions. I
have no answer other than perhaps good intentions that were poorly executed.
This bill is premature and backwards. An action of this nature should only be
undertaken after every effort has been made to gather the facts and
recommendations made by experts. Thank you for your time and consideration.
